DARRYL RATTRAY

Associate Commissioner of Youth Services and Strategic Partnerships New York City Department of Youth and Community Development

Born and raised in the Bronx, Darryl Rattray was inspired to work with the youth in his community from a young age, garnering leadership experience as a youth group leader, where he participated in nonprofit and city agency meetings, wrote grants, and attended non-violence seminars as a high school student. Currently, as the Associate Commissioner of Youth Services and Strategic Partnerships at the Department of Youth and Community Development (DYCD), Mr. Rattray manages a multitude of youth development programs and centers in the city, including 92 Beacon Centers, 99 Cornerstone Centers in New York City Housing Authority developments, and oversees almost all of DYCD's recreational and event offerings for New York City youth. Additionally, Mr. Rattray supervises the Runaway and Homeless Youth programs that provide essentials like food, clothing, showers, and laundry for youth that are in unstable or unsafe housing situations.

"You can't have a conversation about youth development in New York City without Darryl's name coming up," says Deep Ghosh, Director of Deep Impacts, a youth development consulting organization, and a former colleague of Mr. Rattray's at DYCD. "That's not just because he has his hand in almost every piece of DYCD's youth development arm, but also because he is so invested and involved in each program. Go with Darryl to any Beacon Center in New York City and young people and staff will immediately recognize him. He has a deep, personal connection to the programs he manages."

DAVID GUZMAN

Deputy Executive Director / Chief Operating Officer Elmhurst Hospital | New York City Health + Hospital Corporation

A New York City native, Mr. Guzman began his career in healthcare as a Hospital Care Investigator at Coney Island Hospital in 2001. There he worked with uninsured patients to help find insurance and payment assistance options and conducted financial counseling. After a series of promotions, Mr. Guzman was appointed Assistant Controller for the hospital in 2010, where he played a major part in the development, implementation, and monitoring of the facility's $395 million annual expense/revenue budget, while simultaneously earning a Master's of Public Administration from Baruch College. After ten years of leadership and service, Mr. Guzman moved to Metropolitan Hospital, and in two short years, Mr. Guzman became the Deputy Chief Financial Officer for Metropolitan hospital. Tracy Green, who supervised Mr. Guzman during that time, called him her "right and left hand". She recalled, "he knew everyone at the hospital and could calmly address and fix any issue that came up, because every staff member, from doctors to nurses to admins, knew that he respected and understood their work."

In 2015, Mr. Guzman was recruited to become the Deputy CFO at Elmhurst Hospital, where he worked for one year, before his appointment as CFO for Elmhurst in 2016, where he works currently, managing a $600 million budget for one of New York City's busiest and most visited hospitals. With over 300 employees falling under Mr. Guzman's purview, he works closely with almost every department to find ways to increase efficiency and revenue for the hospital to allow its patients to continue to receive high quality care. In January 2022, Mr. Guzman was promoted to Deputy Executive Director/Chief Operating Officer of Elmhurst Hospital.

LYNETTE PARKER

Supervising Attorney, Manhattan, Housing Litigation Division Office of Enforcement and Neighborhood Services NYC Department of Housing Preservation & Development

As a seasoned attorney working for the Department of Housing Preservation and Development (HPD), Lynette Parker is responsible for supervising all Manhattan-based cases that come through the Housing Litigation Division, New York's most heavily litigated borough. Lynette began her law career working with the Administration for Children's Services (ACS) Family and Children's Services Unit, overseeing cases in Family Court regarding Termination of Parental Rights, foster care placement and expungement of findings of child abuse. In 2002, she was recruited to join HPD's Housing Litigation Division to become the Supervising Attorney for all Manhattan cases. Ms. Parker has remained in this role since, though she has since expanded her responsibilities to include the litigation of all 7-A administrator cases (considered to be the most extreme cases of landlord malfeasance) across New York City.

Concurrent with her ability to successfully manage complex and challenging legal cases, Ms. Parker has proven to be a maven for improving processes at HPD. Deborah Rand, former Assistant Commissioner of the Housing Litigation Division, recalls "I observed Ms. Parker's development from a fledgling law student into an experienced and skilled attorney and supervisor… [she] has always been intensely committed to her work, open to suggestions and other viewpoints, passionate about public service, intent on using her skills to improve the lives of her fellow New Yorkers, and extraordinarily responsible and thoughtful."

PAULA EVANS

Director of Utilization & Care Management Metropolitan Hospital | New York City Health + Hospital Corporation

From a young age, Paula Evans always knew she wanted to be a nurse. Ms. Evans began her career by serving as a medic nurse for the Guyanese National Service, fulfilling her country's mandatory military service requirement. Four years later, Ms. Evans transitioned to working as a civilian nurse at Georgetown Hospital in Guyana for two years, before immigrating to the United States in 1981. Determined to continue the nursing career she started in Guyana, Paula worked as a full-time caregiver, while completing the nursing program at Borough of Manhattan Community College. After graduating in 1992, she began working as an NICU nurse at Metropolitan Hospital, and was promoted to Manager of the NICU within a year. After serving in that capacity for nine years, Paula moved to the Utilization Management Department as a Clinical Review Nurse. There, Ms. Evans became Head Nurse and Director of the Department after two short years, and remained in the role for thirteen more.

In 2017, the Director of the Admitting Department suddenly left Metropolitan and the leadership of the hospital asked for Ms. Evans to step into the role on an interim basis - that role became permanent and Ms. Evans has remained there ever since. Metropolitan Hospital currently has 338 staffed beds to serve the surrounding communities of Harlem, East Harlem, and Yorkville, and caters to over 390,000 total outpatient annual visits. A colleague from her medical staff remarks, "I cannot think of a person more dedicated to their work than Ms. Paula Evans. She is a creative innovator and a person who embodies every characteristic you would want to have in your emergency room and hospital."

STEVEN CUBERO

Plant Chief of the Newtown Creek Wastewater Treatment Facility New York City Department of Environmental Protection

As the Plant Chief of the Newtown Creek Wastewater Treatment facility, Mr. Cubero is in charge of one of the five largest wastewater treatment plants in the United States. This $5 billion facility sits on 53 acres in Greenpoint, Newtown Creek and can process up to 720,000,000 gallons of water in a single day, treating the wastewater and sewage of a service area that covers nearly one million people. Mr. Cubero's 21 year-long career began in his freshman year of college, working as an electrician's helper for the Metropolitan Transit Authority (MTA). After thirteen years at the MTA, Mr. Cubero transitioned to the Department of Environmental Protection (DEP) in 2013 to work as a Stationary Engineer Electric at the Coney Island Wastewater Treatment Plant. In 2016, Mr. Cubero was promoted to Deputy Plant Chief for the Newtown Creek Wastewater Treatment Plant, where he helped to run New York City's largest wastewater treatment facility. He only remained in this role for a year before he was asked to become the Plant Chief for the Tallman Island Wastewater Treatment Plant in College Point, Queens.

Ravi Basant, Acting Director of Plant Operations, Bureau of Wastewater Treatment, remarks, "I'm struck by Steve Cubero's leadership capabilities and his willingness to share his knowledge with new staff members. He cares not only about the current day-to-day operations of wastewater treatment in New York City. But also, about building a new generation of workers to take up the task. He is an impressive worker and fundamental to our City's health."

TARA BOIRARD

Senior Deputy Director for Housing and Economic Development, Infrastructure, Value Engineering, and Community Development New York City Mayor's Office of Management and Budget

Early in her professional life, Tara Boirard made a commitment to improving our City and making sure that every New Yorker, especially the most vulnerable, has safe and affordable housing. After earning a master's degree in Urban Policy Analysis and Management from the New School, Tara began her career as an entry level analyst in the housing unit at the Mayor's Office of Management and Budget (OMB). The New York City Mayor's Office of Management and Budget (OMB) is responsible for managing the City's $102.8 billion budget and oversees the budgets of more than 90 City agencies and entities, evaluates the efficiency and cost-effectiveness of City services and proposals, and helps implement the borrowing and bond programs that support a $17 billion capital budget.

Twenty-two years and several promotions later, Tara now serves as Senior Deputy Director for Housing and Economic Development, Infrastructure, Value Engineering, and Community Development. In this position she oversees and coordinates all aspects of budgeting and financial management for all New York City agencies that fall under the auspices of housing and economic development. In appreciation of her strong work ethic, a colleague remarks, "Tara has an incredible seriousness of purpose with her work. She never underestimates the importance of being a steward of public funds and how transformational her work can be for the well-being of our City. I cannot think of a better arbiter between City Hall and agencies than Tara Boirard, because she always finds the best solution for both, always."
