The Returnable Grant Fund (RGF) was created in 1992 in a collaboration among the Mayor's Office, the Office of Management and Budget and the Fund for the City of New York (FCNY) so that a nonprofit could receive an advance on its contract prior to contract registration.
To date, the RGF has made over 4,000 loans totaling more than $380 million. RGF loans have no interest or service fees and are typically made within 24-48 hours of receiving the request from the Mayor's Office of Contract Services (MOCS). An RGF Loan typically covers one, two or three months of contract expenses for rent, utilities and payroll.
Eligibility:
All New York City 501(c)(3) nonprofits whose contracts are not yet registered with the Comptroller's Office are eligible for a Returnable Grant Loan. The amount of the RGF loan is determined by the contracting agency and MOCS.
Process:
- As soon as a nonprofit submits all required contract documents to the ACCO (Agency Chief Contracting Officer), the nonprofit should also submit an RGF loan application to the ACCO.
- When the ACCO has approved the loan application, the ACCO will send it to the Mayor's Office of Contract Services (MOCS).
- Once MOCS approves the application, it will authorize the Fund to make the loan.
- The loan funds will be available to the nonprofit within 24-48 hours of receiving the request from MOCS. The funds are triggered by a signed loan agreement between the nonprofit and FCNY.
